He has a PhD in Forestry Science from the Polytechnic University of Madrid.

He is Deputy General Director of Plant and Forestry Health and Hygiene for the Spanish Ministry of Agriculture, Food and the Environment.

He was awarded the Order of Merit in Farming, Fishing and Food in 2002. He is a career civil servant at the Graduate Engineer level at the Defence Service against Pests and Phytopathological Inspection at the Spanish Ministry of Agriculture, Food and the Environment.

He has held various positions in Spain's Ministry of Agriculture, Food and the Environment since 1980:

  1. Technical Advisor for the Defence Service against Pests and Phytosanitary Inspection at the Central Services (Madrid) (1982-1989)
  2. Head of Department at the Phytosanitary Information Network of the General Directorate for Agricultural Production (1989-1993)
  3. Head of Department for the Deputy General Directorate of Plant Health within the General Directorate of Health of the Agricultural Production (1993-1996)
  4. Head of Department for the Coordination of the Autonomous Communities at the Deputy General Directorate of Plant Health within the General Directorate of Health of the Agricultural Production (1996-2003)
  5. Head of Viticulture at the Deputy General Directorate of Viticulture within the General Directorate of Agriculture (2003-2005)
  6. Assistant Deputy General Director of the Deputy General Directorate of Integrated Agriculture and Plant Health within the General Directorate of Agriculture (2005-2008)
  7. Assistant Deputy Director of the Deputy General Directorate of Health in Primary Production within the General Directorate of Agricultural and Livestock Resources (2008-2012)
  8. Assistant Deputy Director of the Deputy General Directorate of Plant and Forestry Health and Hygiene within the General Directorate of Health of the Agricultural Production (2012-2013)
  9. Deputy General Director of Plant and Forestry Health and Hygiene at the General Directorate of Health of the Agricultural Production (since 31 October 2013)
  10. He has been associate Professor at the Polytechnic University of Madrid in the School of Forest Engineers in the subject "Forestry defence against pests and diseases” (1991-1993)
